Java: problem creating/executing UDR

I hope I'm posting this to the correct group.
Please, does anybody know what's going on and what I can do to fix this?

IBM Informix Dynamic Server Version 10.00.FC8

This is the script I used to setup my java environment:

I successfully installed my jar using dbaccess:

EXECUTE PROCEDURE install_jar(

"file:/home/informix/extend/udr/utilitiesUDR.jar",

"utilitiesudr_jar",0);

Then created sendmail udr:

CREATE FUNCTION sendmail (p_exe varchar(64),

p_flag char(2),

p_subject varchar(64),

p_sendlist varchar(255),

p_body varchar(255)) RETURNING INT;
EXTERNAL NAME 'utilitiesudr_jar:gov.utah.dps.utilities.Email.sendmail'
LANGUAGE JAVA;

I'm not really sure what this does but I saw it somewhere and it seemed like a good idea:

ALTER FUNCTION sendmail WITH (ADD HANDLESNULLS);

So when I execute sendmail in dbaccess:

EXECUTE FUNCTION sendmail('/usr/bin/mailx','-s',
'Test Subject','bkennedy@utah.gov,bkennedy','Test Msg Body');

I get:

(38000) - Unknown throwable: (java.lang.SecurityException: Java UDR/Solano Ap

I have edited my informix.policy but still can't get it to work. Here is the current contents of /home/informix/extend/krakatoa/informix.policy:

I've googled 'informix.policy' but don't seem to be getting anywhere.
