The secondary was blocking the checkpoint of the primary. Apparently, someone unplugged a network cable in the middle of the final logical log download to the secondary. This caused the secondary to be in a bad state. I had Support log in and see if they could fix it, but alas they couldn't. Now my new primary is up, but I am going through the 30 hour process of restarting replication to the corrupt secondary.
Such is life.

what is in the online.log of the primary ?
Shutdown the secondary instance for test (onmode -ky), it might block the
checkpoint of the primary.

I was able to get replication going from the below process. I then had to
switch the Primary and secondary.
I took the Primary offline.
I ran hdrmkpri.sh new_sec_name
This takes the new primary offline.
I then ran hdrmksec.sh new_pri_name.
Toward the end of the script it asks me to bring the primary online so they
can sink. I did.
It looked like everything was working.
Logical Recovery Started.
24 Recovery worker threads will be started.
Start Logical Recovery - Star Log 77121, End Log?
Starting Log Position - 77121 0x7a60bc
DR: Cleared 28550 KB of Logical log in - seconds.
After that the secondary remains in Fast Recovery (Sec)
The primary remains in -- On-Line (Prim) (CKPT REQ) -- Blocked:CKPT
Any ideas?

Thank you, both of you. I can watch the final dbspaces filling with doing
onstat -D every so often and doing a diff on results. I was just worried that
nothing was happening.
