Mike Walker has already pointed to some information that will help you.

There are two functions of the connection manager: 1) direct the application to the appropriate server and 2) monitor the servers and determine if a failover is required.

If you want to only connect to the current primary, then you can use the connection manager. Likewise if you have an application which can run on a secondary, such as a program creating reports, then you can also use the connection manager. The SLA is basically a network listener which will direct the connection request to the appropriate server. The SLA describes the current status of the server desired. It can also include such things as load balance.

Historically for failover, HDR used only DRAUTO, but DRAUTO is not very reliable because the same network path that is used to transmit data to the secondary is also used by the secondary to monitor if the primary is active. That means that if the network should fail, then the secondary could think that the primary was down when it was not. That can cause the secondary to promote itself into a primary while the original primary is actually still active. That will cause a problem.

The connection manager allows the monitoring of the servers to be on a different machine and a different network from the primary/secondary server. By configuring the system to be on a distinct server/network, you minimize the risk of a single point of failure causing an inappropriate failover. The connection manager directly connects to the primary and the secondary. Also the connection manager indirectly connects to the primary through it's connection to the secondary. By having multiple ways to detecting if the primary is still active there is a much smaller risk of a single point of failure causing a problem.
