Hi,

yes, the article comes from a DB2 documentation, but it talks mainly about OS/Linux parameters and configurations.
With a system reboot the OS configuration could have changed. Either because there were new settings becoming effective with a reboot only, or because some parameter settings were changed at runtime in memory only but not written back to the kernel startup configuration.
