Just to be clear, you are using the Developer Edition of Informix which is
for software development purposes only and cannot be used as a production
server. If you want a free server for production use, you can download the
Informix Innovator Edition. The message about already having 20 connections
seems to indicate that you are using the Developer Edition outside of its
license provisions.

That's not why you are having trouble starting the server up, but I thought
you should know this.
